ISLAND HOOPS RULE BOOK

 

Game Length:

Games are split into two 20 minute halves.

Each half is 20 minutes long with a 5 minute half time. 

Last two minutes of the game will have stoppage for every shot made, along with any time the whistle is blown.

                                                      Games are subject to a 1 hour time limit.

                                                      Overtime is 3 minutes long, with 1 timeout for each team.

                                                      Double Overtime: No timeouts.

 

Basic Rules:

 

    1.  TIMEOUTS -  Each team is permitted 2 timeouts per half

 

    2.  REFEREE FEE - Each team is responsible for paying the $40 for the Referee Fee​

 

    3.  PERSONAL FOULS - 5 personal fouls per player.  6th foul is automatic ejection

 

    4.  TECHNICAL FOULS - 2 technical fouls result in ejection from the game.

 

    5.  FIGHTING results in automatic ejection along with possible suspension from the league.

 

    6.  TEAM FOULS - When a team reaches 7 fouls collectively, the opposing team awarded 1 & 1 foul shots on non-shooting fouls.

 

    7.  FREE THROWS - Once a team reaches 10 team fouls collectively, the opposing team is awarded 2 FREE THROWS for any foul.

 

    8.  5 on 5 Full Court Play

 

    9.  30 SECOND SHOT CLOCK for last two minutes.

 

    10.  FORFEIT - Teams that do not have enough players 5 minutes after scheduled start will forfeit.

 

    11.  FORFEIT -  A forfeit will result in a 40 - 0 score  awarded to the non-forfeiting team

 

    12.  PLAYOFFS - Minimum of three games played during regular season to qualify for playoffs

WHAT A PLAYER MAY OR MAY NOT DO WITHIN THE RULES
 

A PLAYER MAY:

1. Leave his/her feet on a try provided they release the ball before a foot returns to the floor.


2. Take any kind of try provided they do not cause contact or gain other illegal advantage.


3. Dribble with alternate hand.


4. Dribble, allow the ball to bounce several times, and then continue to dribble.


5. Take any number of steps “during” a dribble.


6. High dribble, provided the ball does NOT come to rest in the hand.


7. Lift the pivot foot or leave both feet on a pass, provided the ball is released before the pivot foot or feet 
touch the floor again.


8. Keep his/her hands up to defend or stop a shot or pass.


9. Make contact under certain conditions without incurring the penalty of a foul. (Incidental contact)—being 
driven into a blind screen.


10. Touch the ball with the foot/leg if it is ACCIDENTAL.


11. Be in the restricted lane more than three (3) seconds if, before the time limit is reached, he/she has 
started a drive in for a scoring attempt (does shoot the ball).


12. Fumble the ball.


13. Be in the restricted lane more than three (3) seconds if the ball is in the backcourt.


14. Duck to absorb contact on a charge situation.


15. May move (nonjumper) around the restraining circle after the ball has left the referee's hand.


16. On a designated spot throw-in, there is no depth limitation.
 

 

A PLAYER MAY NOT:


1. Charge into an opponent in getting off a try.


2. Charge into an opponent after releasing a try.


3. Dribble simultaneously with both hands.


4. Allow the ball to come to rest after a dribble and then dribble again.


5. Throw the ball into the air, run and catch it, and then dribble again.


6. Step with both feet before beginning a dribble.


7. Lift the pivot foot before releasing the ball in starting a dribble.


8. Palm the ball. (Have any part of the bottom of the hand under the ball.)


9. Step out of bounds during the course of his dribble.


10. Strike the ball purposely with his feet or fist.


11. Kick the ball intentionally.


12. Place his/her hands on an opponent.


13. Purposely obstruct the vision of an opponent who does not have the ball by waving his/her hand near his/her eyes.


14. Move into the path of a player without the ball so quickly that the player cannot change direction or 
stop.


15. Move “under” a passer or thrower after he/she has left his/her feet.


16. Swing his/her elbows (arms) while rebounding with the ball in an attempt to free him from closely guarding opponents.


17. Charge into an opponent with or without the ball.


18. Run with the ball.


19. Use profanity.


20. Use baiting or taunting tactics on an opponent.


21. Wear an illegal number.


22. Change his/her playing number without reporting it to the scorers and referees.


23. Enter the game as a substitute until he/she has removed his/her sweat togs, reported to the scorer, and is beckoned by the official.


24. Leave the jump circle until the ball has been legally tapped. (Jumper)


25. Tap the ball more than twice, nor may he/she catch the ball. (Jumper)


26. After stopping on the one-two count, move the back foot up to the front foot before shooting or passing.


27. Back into his/her defensive opponent with or without the ball.


28. After receiving the ball while standing still, take two steps in any direction before releasing the ball on a shot or pass.


29. Touch the ball while any part of it is touching the imaginary cylinder above the basket.


30. Touch the ball while it is on its downward flight with the entire ball above the ring level and with a chance to score on a try or tap for goal.


31. Violate the five (5) second time limit established for closely guarded players in the front court.


32. Occupy jointly (with an opponent) a space on the perimeter of a jump circle.


33. Enter or leave a marked lane space after the ball is placed at the disposal of a free thrower.


34. Goaltend a free throw.


35. Free thrower may not leave the free throw semicircle after the ball becomes live until the ball touches the ring or backboard or until the free throw ends.


36. Return the ball to the backcourt following a center jump. (Exception: Certain airborne situations.)


37. Wear any headgear other than a 2-inch solid color, unadorned, head band.


38. Have either foot on or outside the restraining circle when he is one of the jumpers on a jump ball.


39. Wear a cast or brace of pliable (soft) plastic on the elbow, hand, finger, or wrist.


40. Make unsportsmanlike gestures indicating resentment of the call by the official.


41. Wear an illegal shirt.

THE 25 MOST MISUNDERSTOOD RULES IN BASKETBALL
 

1.  There is no 3-second count between the release of a shot and the control of a rebound, at which time a new count starts. 


2.  A player who is not a dribbler in control can keep (i.e., tap) a ball inbounds, go out of bounds, and return inbounds and play the ball! 


3.  There is no such thing as "over the back". There must be contact resulting in advantage/disadvantage. Do not put a tall player at a disadvantage merely for being tall! (OVER the back is OK… ON the back is a problem!) 


4.  “Reaching” is not a foul. There must be contact and the player with the ball must have been placed at a 
disadvantage.

 
5.  A player can always recover his/her fumbled ball; a fumble is not a dribble, and any steps taken during recovery are not traveling, regardless of progress made and/or advantage gained! (Running while fumbling is not traveling!) 


6.  It is not possible for a player to travel while dribbling. 


7.  A high dribble is always legal provided the dribbler’s hand stays on top of the ball, and the ball does not come to rest in the dribblers’ hand. 


8.  A "kicked" ball must be intentional, and contact may be at ANY part of the leg. 


9.  It is perfectly legal for a player to rebound his/her own air ball, provided the official deemed the shot a legitimate shot. 


10.  It is a jump ball (alternating possession) when the ball lodges on or in the basket support, except during a throw-in or any free throw. These are violations. 


11.  Striking the ball handler or shooter on his/her hand, while holding the ball, is not a foul- no matter how noisy or how much it hurts! 


12.  A defender does not have to "give the dribbler a step". As long as legal guarding position has been 
established, it is up to the dribbler to avoid contact. Just because the ball handler "lowers his/her shoulder" and contact is made, there is no automatic offensive foul. If the defender had not established a legal guarding position when contact occurred, the foul is on the defense! 


13.  The sides, top, and bottom of a rectangular backboard are IN BOUNDS. 


14.  Jumpers may tap the ball simultaneously; may tap the ball twice; and when a legally tapped ball touches the floor, a player other than a non-jumper or (believe it or not) a backboard, the jump ball has ended, and either jumper may recover it! 


15.  A 10 second count continues when the defense deflects or bats the ball. 


16. A "moving screen" isn't a violation unless there is contact. (If contact occurs, it’s a “BLOCK”, which is a foul.)


17.  Any contact foul during a live ball is personal, not technical! 


18.  Basketball is NOT a non-contact sport. Incidental contact does occur, and contact which does not create an advantage/disadvantage may be ignored. 


19.  Any unsportsmanlike contact during a dead ball is a technical foul! 


20.  A defensive player does not have to be stationary to take a charge…. he or she simply must have established a legal guarding position. 


21.  An intentional foul is always penalized with 2 free throws, except on a missed 3-point shot, which is awarded 3 free throws.


22.  Lifting the pivot foot DOES NOT constitute a travel unless the ball handler puts the pivot foot back on the floor prior to beginning a dribble, passing, or shooting the ball! 


23.  If bench personnel leave the confines of the bench during a fight, the offenders are ejected from the game but only ONE technical foul is administered regardless of the number of offenders (also charged indirectly to the coach). 


24.  Basket Interference occurs when: a player touches the ball or basket (net included) when the ball is ON or within the basket; touches the ball when it is touching the cylinder having the ring as its lower base, or touches the ball outside the cylinder while reaching through the basket from below.


25. Goal Tending occurs when: a player touches the ball during a try or tap while it is in its downward flight entirely above the basket ring level and has the possibility of entering the basket in flight; or an opponent of the free thrower touches the ball outside the cylinder during a free throw attempt. 
 

Remember: To obtain a Legal Guarding Position. The guard (defender) must have BOTH feet touching the playing floor, and the front of the guard's torso must be facing the opponent. 
Once Legal Guarding Position has been obtained:
a. The guard is not required to have either OR both feet on the playing floor; 
b. The guard may move laterally or obliquely to maintain position, provided movement is not towards 
the opponent when contact occurs; 
c. The guard may raise or jump within his/her own vertical plane.
d. The guard may turn or duck to absorb the shock of imminent contact.
